Coinbase publishes 2 separate rules that stop a withdrawal. Each one is triggered by something you did, and each has its own length and its own scope — which is why "my account is locked" is usually the wrong description of what is happening.

Coinbase publishes no fixed number: it requests the cash from your bank within three to five days and lifts the hold when it arrives. The exact date is in the confirmation email, and holds expire by 11:59 PM PT on that date. It can be extended if a transaction is disputed.
Coinbase states plainly that this hold time cannot be altered and that Support cannot reduce it. Length depends on account history and payment activity.
